Thats how you do powercreep, to push players from their comfort zone in Montana/GK. Preferably when providing premium copies of those ships with new guns that... fix artificial issue of plating changes. All that is missing is GK with eight 48cm guns to fulfill even more wehraboo dreams -

Technically, Smolensk and Colbert "outdakka" the Atlanta, but one is unavailable and other can't be bought for money. Well, one can buy bazzilion of doubloons, convert Free Exp, research and then reset multiple lines to get research points required, but that might be beyond whats considered "investing some money". Other than that, from T8 specifically, Mainz fits the bill of high volume of fire ship with substantial AP potential as well very consistent HE due to 38mm pen. Other solid alternatives would be Kidd and Cossack destroyers, both excellent artillery oriented cap contesters. Latter uptiers extremely well due to absolutely balanced 5.5km concealment, heaviest broadside salvo and dpm bested only by Akizuki. Anti air doesn't exist, but 7 (with SI) quickly reloading smokes are more than able when it comes to dealing with carriers.

Amusingly, I find Ibuki more fun to play than Zao - mostly because Ibuki have actually usable turret firing arcs and lack of railguns means you can use island cover just fine. Ibuki also isn't as clumsy

You have Z-35 as "lol torps" example. But this "German Akizuki" sounds interesting, given recent 1/4 HE pen buff. Probably will not have smoke and handle like an absolute unit of a barge to "compensate" for having potential to be viable Ger DD

Then you have ships with redundant fire controls, thus they were able to carry out accurate-ish bombardment of two separate targets, more if someone actually bothered to use built in turrets rangefinders

Instead pointing "good" novice lines, I'd point "bad" ones, British Royal Navy light cruisers as well Italian Regia Marina. And by that I mean very unforgiving ship lines due to fragility (Brits) or with peculiar ammo traits that require some game mechanics understanding to get the most out of them (Brits and Italians). Both lines end with very capable tier 10 ships, though given Venezia performance in Clan Battles, she might be next on the chopping block for threatening Stalingradmasterrace. Sounds like IJN cruisers to me, very consistent line from tier 5 onwards, heck, using the same guns until tier 10 Zao is still solid ship, though she faces stiff competition in "long range HE shelling" department. Alternatively RU light cruisers, consistent in terms of good ballistics, good firestarting, punchy AP given shell caliber, lack of turning and imploding when caught with pants down Also, relying on armor in a cruiser is a mistake, because typical 100mm plating found on cruiser citadels can be expected to stop only DD caliber guns. And CL guns past 10km. Anything bigger... yeah. Better don't get hit or (ab)use ricochet mechanics. -

To score shatter on cruiser citadel armor with CB guns... Thats quite the achievement, only other large cruisers can actually hope to stop 305mm guns and thats mostly om Alaska/PR end of things with 230/254mm belts. And that needs to be angled to begin with. If you mean overpens, then that is normal, just check fuse required thickness. Add to that 99% of the cruisers having all-or-nothing armor and, well... -
During naval engagements against multiple ships "focus fire" wasn't really a thing, while firing, at thus putting pressure at multiple targets at once was kinda preferred. Therefore, you would want a ship with as many turrets as possible, bonus points for smaller number of barrels lost when turret was knocked out. While everyone would want to have ship with 6 or more turrets with four barrels each, real life restrictions like signed treaties, weight of the ship or even cost of creating such monstrosity was quite effective way if stopping such dreams. Also multiple two gun turrets have drawback of making ship actually longer than the same amount of guns in triple/quad gun turrets, thus, you have to thin down armor for the same displacement or increase displacement, which in turn messes up with engine requirements of speed is to be maintained, ship dimensions etc On opposite end of spectrum you have quad turrets, embraced by French and Brits in their King George V class, which allowed to reduce length of the citadel armored box (or increase amount of guns within existing length), thus for the same displacement it could be made thicker or shift weight somewhere else like turret protection, machinery or what have you. Obvious drawback of quad turrets is amount of barrels lost should turret be incapacitated, something French attempted to mitigate by splitting their turrets in half with armored plating between 2nd and 3rd gun. All in all, three gun turret proved to be optimal middle ground, while light cruisers due to lighter guns/turrets often could afford getting 4th turret for extra dakka within displacement/cost limits Basically, when making a ship you can't just move all the sliders to max. And if you could, cost of such ship would be astronomical, reducing amount of vessels built to one, maybe two at expense of economy of entire country. And you would be scared less to put it into action out of fear of losing it.

To more effectively block shells, due do longer average engagement distances. Doesn't really stop US or UK low velocity guns though from island camping. -

Historical camouflages for existing ships that change displayed name. Something of the sort was already tested with "Ajax" camouflage for Leander RN light cruiser, though without displayed name change. That would be one solution to "add" more ships of existing classes without actually adding new vessels that would have to go through all steps required to add new ship. Easily monetizable with doubloons and/or other currencies. Also @CptBarney would shut up about his fetish towards Yorktown

On low hp cruisers like Minotaur, Zao or Smolensk it makes some sense, though in Mino case it probably will give little difference when ship eats citadels on very regular basis Moskva unlike battleships or large cruisers have 30s fire duration, thus there is little to be gained by stacking DoT reduction on her. Steering gear I find useless because -stated in port "rudder shift time" is time needed from maximum to maximum, not from neutral to maximum. Thus, if you pay attention, it takes +-5s instead 10.something port stats suggest -Moskva main issue is enormous turn radius, not rudder shift Thus mine Moskva (and all cruisers in general) have Propulsion mod to help with acceleration For slot 6, Moskva already have meaty range, so unless you preemptively go to map corner in the beginning of the game, I'd stick with reload.

While "more hp" is not bad approach per se, there are, usually, better picks to choose from. Or not so much better as "less useless", which is modus operandi for skills and upgrades besides Last Stand, DoT reduction and Concealment. Destroyers usually go for SE simply because they don't have hitpoints to begin with and can't afford taking hits in the long run.
