Ibuki can make use of (flatter) islands just fine, so its not 0 or 1 on open water. And on open water, you start firing when you're in position for kiting, not before you carry out turn of doom.

When facing SAP or 50mm capable HE, yes. But unlike Moskva, one can actually attempt to go dark with Petro to recover.

One thing where Petro might shine though is survivability - citadel barely sticking out and having one of the thickest platings ever put to a "cruiser" (180+120 around magazines, 40 for engine rooms) as well 50mm upper hull, deck and icebreaker. And then she barely sticks out of the water in first place, making rather small target. Moskva and Stalin also share 50mm platings, but their citadel isn't exactly hidden and then ships themselves can be used as cover for Montana, not the other way around.

Its called compound angle and you calculate it by dividing by cos [angle in degrees]. So 100mm plate at 45 degrees horizontal and 14 degrees vertical is 100/cos 45/cos 14=145.75mm line of sight thickness you can toy with this as well https://panzerworld.com/relative-armor-calculator

100mm plating at 45 degrees, where ricochet starts have 141mm effective, still within IJN 203mm AP capability. And then you get proper HE should guy on receiving end dared to not show broadside

Russian Hipper suffers from usual flaw tied to RU 180mm guns - they combine CL tier HE damage/penetration with CA reload. AP is "improved" and possibly the best from all T8 cruisers, yes. Thing is, usual 203mm AP still can violate typical 100mm plating commonly used as cruiser citadel at any practical range, while "improved" Tallin AP still can't threaten battleship armor unless point blank. Position, where any other 203mm AP can puncture +-300mm worth of armor as well. Tallin tops that off with questionable dispersion at longer ranges and initial impression so far, she is completely ineffective against destroyers. Yes, she and next ships in line can stealth radar, but you can put two salvos at best within that radar duration. Salvos with accuracy that may or may not leave you wanting.

Given you're sitting on a nopebook, I'd also make sure emulator runs on external graphic card, due to low initial gpu demand drivers might let it run on integrated graphics, which may or may not be the most suitable for the task Nox worked for me immediately, had minor sound issues in Arknights but these went away with Nox update

Enable virtualization in BIOS, by default its disabled and this feature helps emulators/virtual machines immensely Its usually under CPU configuration, on AMD Ryzens its known as SVM, on Intel it usually goes by VT.

And you're about to run into Ink Stained Steel Sakura rerun event, which among various IJN Sakura Empire ships, host Nagato and her sister Mutsu. One of the best battleships in game, with former also acting as flagship, buffing all Sakura characters.

Lesson learned (again), don't spend on WG Even more so if purchase was intended on PvE Operations, game mode WG oh so subtly, oh so gently looks towards removing or neutering economy completely, so you can't have fun and make credits/exp at the same time.

I'm more amazed my grossly underage Leander sisters at 110lv can almost cope with 13-4 on auto, with two healing CVLs and Akashi that is. And initial impressions: there are two 234mm guns, twin and triple, latter probably will be rainbow rarity. Both fire normal ammo though Cheshire is topkek, including her skills, Drake seems to have MGM+1 -
