Are any skills besides Concealment, Last Stand, Priority Target and seemingly Dead Eye for BBs now worth their value in points?

Brawling or secondary oriented lines got short end of the stick. Otherwise go with any battleship you can put Dead Eye skill on and avoid frontline like a plague seems to be the way.

The best part is, Smol stays relatively unchanged the moment you equip range mod. Reload loss hurts, but throwing 16 shells every 4.5s is still not to be ignored. Loss of AFT and BFT means you have 7 points to spend at your leisure. RPF, (gimped) Demo, SE, anti air? Clearly, you and your open water idea were wrong and WG forcibly corrected you to sit in smoke or behind island like good gopnik should

Genova, Exeter or Graf Spee. Which one should i get with my doubloons?

Exeter would be the best from these three. Genova have brutally slow reload of 20s for 8gun 203mm broadside, Graf Spee feels positively undergunned with same 20s reload and only 6 guns, coupled with not that good dispersion. And for bots, neither will produce any meaningful economy gains, because coop is not meant to be profitable for players. -
Or you can fix it simply by not bothering yourself with "new" skills, as their bonuses are often insignificant.

He could always enjoy being on board of premium IJN ships, just BB oriented skills most likely would be not as preferable on CV or destroyer.

Any build involving what used to be Priority Target and Adrenaline Rush needs two points extra to recreate pre patch ship characteristics. Two points we didn't get with the patch when cap was raised from 19 to 21 and two points that cost rather premium 1.2m captain or free exp to get. What used to be Superintendent for battleships is not only more expensive at 4 points now, but also don't give any extra consumables like Engine Boost, MBRB or DFAA. Secondary accuracy skill was "meme" kind of pick before patch, now its entirely skippable with loss of accuracy. Only way one would consider "secondary build" viable, is to max out secondary range to get main gun reload bonus active. Survivability skills on cruisers, Moskva also enjoyed those Range/reload for small caliber cruisers. And no, increased HE damage skill doesn't do anything when shells don't penetrate in first place In practice, any skill selection currently present is questionable, boiling down to "what is least useless" than "what is most useful". Meanwhile Concealment Expect, the most "OP" skill is still present and as mandatory as it used to be. Same with Last Stand - engine not dying completely only means I can spin in circles faster than before.

So, to restore old commander builds and thus, old ship performance I'd have to pump every lv19 commander with 1.2m exp to get them to lv21

Both are using the same guns with the same ballistics. Massa shines with her fast reloading heals and secondaries for occasional fun and giggles, but with only 18km range she don't uptier well, especially when both teams developed severe alergy to W key.

Then you discover Cossack being a thing - 5.5km concealment, handles like a dream with decent speed + Engine Boost, similar smokes in operation, actually outguns Feng and have hilariously fast reloading torps to boot.

No. She and following ships are closer to citadelless cruiser, both in DPM and in handling. Try "hunting down" DD that almost universally outspots you and outruns you

They can be fun, yes. But bringing one against "destroyer proper" puts you and your team at disadvantage

In case it wasn't obvious - Udaloi, just like Tashkent and rest of "RU gunboats" aren't destroyers, they are crappy cruisers with DD icon and are paired against one

Scoring pens on superstructure is actually more likely than on the hull - with overmatch throwing ricochet out the window, you can easily arm 305mm AP on significantly angled superstructure. Maybe less, given shape of it can get quite elaborate and at lower levels superstructure is almost always wide enough for shells to go bang

Given two out of three ships are scheduled to be removed from sale on "overperforming" grounds, you can be certain no buffs will come their way. And it wouldn't be first time WG puts game on its head to "indirectly nerf" premiums.

15% for tier 6 and below, post change it would be 35% on all tiers + other broadside can do some shooting as well. Also extension of base secondary range across the board.

Which is one of the few positives I can say about entire change. Secondary builds for T6 operations now only if WG could restore removed ones or *gasp* come up with new ones

Upcoming 15cm guns would have to be massively buffed in penetration department, as currently Z23 15cm guns are massively overtaken by other "anti cruiser big destroyers without smoke and concealment"... French ones. And Frenchsters have speed, range and MBRB to be more useful than upcoming Germans. You won't have to save meta if your definition of meta revolves around idiots doing idiot things to each other You're forgetting about tier 4 damage output, just like Khabarovsk would make interesting tier 5 CL

And I'm rather sure vertical angle of impact combines with horizontal one And you've said it yourself: So only Alaska could actually hope for arming AP shells thanks to her improved angles There is also normalization, intended to help with penetration against angled plates. And for 283mm+ guns its 6 degrees, thus Alaska to arm the AP shell against 25mm plating would require 24 degrees angle (66 of perpendicular) of impact... not far from 22.5 (67.5) which is guaranteed ricochet. And lets not forget Alaska needs 51mm plating thickness to arm the fuse, not 50mm
