So instead of addressing the real reasons why Khaba is OP, like overly hard hitting guns/ammo or 50mm of plating she receives a versatility nerf to reduce her one-trick-pony playing style to even more one-trick-ponyism. Well played WG.

You know that KM has to use 6km torps up to tier X? If I would amend torps for cruisers I would start looking there... -
QFT. I am also of the opinion that while national flavour is a desireable thing, at the current state of the game it will be very hard to provide each BB line a style/gimmick that a) does not further compromise the position of cruisers (e.g. BBs with speeds >32kt) and/or b) does not make older BB lines obsolete (like the KM line T8+ almost did; or does depending on who you ask).

DD's have no citadel, so regular AP ammo penetration is their citadel...

It does try, but afaik it does not take tiers into account. That is you can get an enemy T7 vs your T5 or an enemy T8 vs your T6. And even that can be heavily felt.

Friant (floaty arcs), Karlsruhe (pre-buff version), Emerald (for obviuos reasons), La Glascannon (too mediocre a ship), Yorck (pre-buff version), Trashkent, Neptune (whole ship is one big citadel), Baltimore (doing an aweful stock grind right now).

Cruisers - a self fulfilling prophecy

The only thing that is self-fulfilling is the fact that the majority of enemy BBs will go for your CA, even if friendly BBs are much nearer (which is a rare occurence by itself, but it does happen) and/or are in a much worse position (probably even showing broadside), especially if you already are low on health. Just use this knowledge against them, at least that is what I try to do. The only annoying / frustrating thing in a CA is random citadels from stray shells through the bow/stern after perfectly evading the incomming salvo(s). -
Well, usually I have no problem with ±2 MM as long as it applies to BOTH teams...

Just at the Baltimore myself and the one thing I do find annoying is the stock ship / grind. Not too much trouble hitting DD's, however too few firepower to actually kill them. However I am quite confident that that will change after 70k XP (2nd hull and guns). -
According to statistics the best cruiser line is the Kriegsmarine line starting at Nassau. Back to earnest it really depends on your style of play. What works best for me is the IJN line because of the versatility that those ships usually offer. Great camo, workable torps (angles can be a little tricky at times), good shell arcs, good HE power, good speed and ok durability.

#1 rule for DD players is: Learn how to battle other DD's, no matter which DD you are driving and no matter which DD your enemy is in (noteworthy exception is stupidly armoured and armed Khabarovsk). However many DD's (especially IJN) are too afraid to use their guns but fail to realize that only after the smoke of your guns has cleared and the enemy DD is at the bottom of the ocean you can go for those sweet torps on capital ships.

I'd say the BB population dramatically increases at T8+ when fast BB become widely available. When playing T7- I find it more and more common not to have 5 BB per side, and I have even been in games with only 3 BB per side and almost without DD's, leaving 8 to 9 cruisers per team. -
The higher the total number of DD's in the individual battle the less prominent is the advantage of having one more of them in a domination match, ranging from 1 vs 0 (biggest advantage) to 5 vs 4 (smallest advantage). However I have the distinct impression that battles may not only be "loaded" by number, but also by type of DD. As Razial_Walker already explained DD set-ups like Tashkent & Udaloi on one team vs Fletcher, Z-46 and Kiev on the other are totally possible. Of course such games can still be won, however most of the time you will find your team at a severe disadvantage if the enemy team's "scouts" can outspot, outcap and outfight your own.

Minotaur Großer Kurfürst Moskva Khabarovsk Shimakaze Z-46 Thats six and another one is comming up in Fletcher/Gearing in about 150k XP. The trick for elite XP is to have at least one premium to back that up, so usually my Kurfürst captain is commanding Tirpitz (or Albert if I am malevolent), Khabarovsk => Leningrad or Gremy (mixes up the captain skills a bit but I dont care), Shimakaze => Shinonome or Kamikaze R, Moskva => Molotov or Murmansk etc. Its not always a perfect fit but better then not using my T10 ships, which I currently only do for missions. -

Got 5 Stars in a mediocre random team (when I looked at the list of ships). CV - Independence (1/1/1) is where I got my 5 stars, but considering you only have to deal with one enemy T5 CV - if all goes to plan - probably Ryujo (1/2/2) is way easier/better. BB - Fuso (for main guns) or Bayern (for secs) are both excellent choices. Used Arizona and Warspite to various effect but found that ship speed and/or volume of fire and/or turret speed is lacking. CA - Leander (nothing messes bots up more than smoke), Cleveland (for sheer volume of fire). Even Duca is nice if you manage to wither the incomming fire. In principle every CA that has fast firing, hard hitting guns and torps. Just dont use the Graf Spee... DD - Farragut or Anshan should be viable choices because of volume of fire (don't have them). Tried Shinonome but found the bots to be too good at dodging and the rate of fire is too slow. Also tried Gremy but wasn't too impressed with the results. -
Smoke ships seem to do well in tricking the AI.
