The quoted reason the British Tech Tree was not implemented before the Japanese, USA, Germany and Russia was a commercial decision by Wargaming, basically the UK does not have enough fans to warrant the British Tech Tree being in sooner. I would then argue the case to change the British Tech Tree to "British and Commonwealth Forces" as the time frame in which World of Tanks, World of Warplanes and World of Warships meant the British Empire was still in existence and this adds all gamers in Canada, Australia, New Zealand, India, South Africa, etc. Surly this would be enough customers to warrant the creation of the British Tech Tree and make the game historically accurate. As a Brit I would love to command such ships as HMAS Canberra, HMNZS Achilles, etc. I am also sure many Canadians, Australians, New Zealanders, etc gamers had relatives who served in the Royal Navy.
