ja, weil beim Aktivieren von dessen spez. Eigenschaft eben die Reichweiten aller Schiffe im Gefecht, auf beiden Seiten, beeinflusst wurden

this will depend on the internet connection of 'someone'... I guess the best way to check: Make a new (test) account on the NA server and play a few matches, then 'someone' should see if there are any issues...
