If they evaluated it wrongly or not is up for discussion and WG said that they are open to players submitting data showing the mod being an issue in practice. But that doesn't change the fact that they DID evaluate it, so the blanked rules are overruled in the case of this mod. -
First problem: No "I don't care", "Not sure" and "I have never used the mod" options. Second problem: The 2nd question is irrelevant because... [see below]

Please read what I'm actually writing... Nothing in your post has anything to do with what you are quoting from me. Someone claimed that the outcomes of this discussion was "have the mod removed or introduced for everyone to use." To which I answered that it is already available for anyone to use. Is that false? Secondly, I'm saying that it is irrelevant what WG's blanket rules state. Since people bring them up over and over again as an argument to get the mod banned. At the same time I specifically make it clear that people are still free to try and argue that the mod is unfair enough that WG should reverse their official stance on it. -

Having your account banned would result in you not being able to use the mod, no? 80% of the discussion so far, especially from the OP has been about whether or not the mod breaks the blanket rule set by WG. Which is irrelevant at this point. Even you literally did so in the part of your post that I quoted. -

It matters when someone is calling for it to be "introduced for everyone to use". Also, no. If a mod is illegal then you can't use it. That stops being a topic of discussion once WG officially states that they have looked at this specific mod carefully and decided that it is fine to use. Since that overrides any and all blanked rules that WG has posted prior to that. What remains then is for "a community" to try and show how the mod has such a big impact that WG should reverse their latest decision. -

Then don't use "the". "A community" would then be the correct term. -
I run into this issue from time to time, but it's still pretty rare. While I do use a mod to change the look of the shells in-game it doesn't really seem to help much in these cases as the bright sky blows out anything that is also fairly light colored.

Everyone can use it. It's literally in WoWs Official Mod Pack. WG decision on the matter of this mod holds priority over your interpretation of the rules that WG themselves have written. -

I'm not disputing this, as you can read in my post. I'm saying it makes for such a small advantage that many other clearly allowed mods provide much bigger advantages. It doesn't work behind islands unless you also have spotter plane up. -

I'm not much for principle. Moving UI elements makes me play better, so other mods which might make other people play better in edge cases I'm also okay with. Cosmetic mods are, to most people, just: skins, UI colors and port appearance. Moving around UI elements, making the mini-map bigger, allowing you to zoom out more, having the game remember information for you etc are all things which makes people perform better in battle. "Giving you access to information otherwise not available to you" might be a good metric for judging new mods and gives WG an easy justification for not allowing certain mods. That doesn't make it necessarily a good hard and fast rule for every case. -

And yet here we are. That's opinions for you. If I want something in the UI to be moved or I want for something on the screen to be more visible, then I think that should be up to me to do. And while the X on the mini-map isn't something like that and would indeed technically add something new. I can't in good conscience want it to be banned since it has significantly less impact on my gameplay performance than the aforementioned UI changes. I also think that UI mods serve a very important role to push WG to improve their UI. So that's why I like to err on the side of allowing rather than banning mods, especially when we're talking about mods which are already allowed and not "unrated". -
