You're missing AR. But seriously. If commanders had 25 points instead of 19, maybe BBs would also take vigilance and SE, that could be considered standard. If we had 40 points we'd build FP, MFCFSA, AFT, CE, maybe RPF? SE, BOS, BFT, SI, Vi. HA, JOAT, EM, AR, why not LS? PT, PM, EL, IFA. Alas, that is 49 points, so I guess I'll drop RPF, LS, PM and IFA after all. The point is, you cannot take every skill. The cookie cutter 19pt specs for most ships exist because the limit is 19pts. The drawback of a secondary BB spec with MFSFSA, AFT and IFHE is that you can't take CE or FP, or many other 2/3pt skills beyond your first choice, despite these skills having no inherent drawbacks. -

I personally feel like WG should develop a new 4 point skill to replace IFHE and make the fire chance and penetration effects of IFHE a part of individual ships baseline parameters, wherever necessary. Not all nations CLs would necessarily receive the 1/5th+30% levels of penetration, those that don't would have ~50% higher fire chance (since this seems to be WGs concept of a fair trade) and just remove the option of IFHE altogether. -

Yes, hence my final statement. It will always be mandatory if a ship can cross an armor threshold by taking it since consistent HE penetration damage will always trump fire chance. EDIT: The increase of penetration for the IFHE to 25mm without IFHE benefits cruisers when fighting other cruisers, since so many cruisers have 25mm plating which couldnt be penetrated with the old 152mm HE 24mm penetration. In this sense, it makes IFHE less mandatory. But, as above, since it is still required to cross the new 26mm BB threshold, still mandatory. -

This is correct, however, the 30mm -> 39mm increase for IFHE would come at the cost of reducing Worcesters fire chance from (with DE and fire flags) 15% -> 7.5% (which is subject to further reductions from fire prevention, damage control modification, etc). -

I think the idea is that even if you cannot penetrate their bow/stern plating you can still penetrate the superstructure and start fires. If you take IFHE then you can now pen the bow/stern/some casemate plating as well but your fire starting ability is halved. Therefore, there difference between having IFHE and not is less significant, you gain some consistent penetration damage at the cost of the more random fire damage. It is a commander skill which increases damage output however, and will always be mandatory for ships that can benefit from it. -
He sounds like one of the savage mode or halloween commanders. They have no special skills, only unique names/portraits.

https://wowsft.com/ has ship stats, including some hidden parameters and the values for test ships as well as an incredibly useful artillery chart which can display shell penetration, travel time and angle of impact at various ranges, it does sometimes take a while to be updated with the newest information. I think this might be the website you describe? https://wows-numbers.com/ has player and ship performance stats, as well as ship stats and a comparison tool. https://gamemodels3d.com/en/games/worldofwarships/ requires a one off donation of any amount to access full features but includes more hidden parameters (some of which not fully understood) as well as ship model viewer, ship armor model viewer, module model viewer and multiple itterations of that information for the live server, current public test and any ad hoc test data sometimes as well. While the armor model viewer can be used to reveal armor plates not normally visible ingame I have not found it to be 100% accurate. https://proships.ru/stat/eu/main/ can be a difficult site to navigate at first as it is primarily in russian, but the ship stats are listed with english to help understand and this site provide useful information like accuracy charts and notes for exceeding penetration thresholds with IFHE. Maybe any of this stuff is useful for you?

The test server was only to demonstrate the ship building event mechanics, the Puerto Rico is not available for public test.

The AP is slightly improved btw, 5° But yes, ships that are tanky alternatives to other ships are usually not desirable. Like now that khaba is just a tanky variant of kleber it is simply considered a bad ship, survivability at the cost of firepower is just worse. -

The loot boxes are random by nature, you must accept that the outcome is random prior to purchasing them. No matter what, you have received something from the boxes you purchased, camos or premium time or dubloons, etc, but receiving any ship is random. There are times when purchasable boxes WG have introduced have included guaranteed, small amounts of a specific event currency so that these purchases contribute towards an event reward guaranteed. This is a black friday sale, it is not a seasonal event. WG are a business and they make money from things such as the random gambling of loot boxes. You have the opportunity to buy the ships guaranteed for a set and discounted price if you prefer not to gamble and as you noted they come with 10 point commanders in the larger bundles.

I think what he was trying to say was that sometimes the issue is not at your end of the connection but it's not at WGs end of the connection either, sometimes the issue is along the route between the two. There was a big issue for many German players a few months ago, as an example, due to a european routing hub having problems and only players whose connection to WG went via that node were affected. In such a circumstance, resolving any issues is outside of your and WGs control. Does the armory cause lag when you access through a traditional browser? https://armory.worldofwarships.eu/ With these sorts of intermittent network issues sometimes all you can do is check if it persists in a day or so.

The black ship permacamos come under the decorative ship category. Cog on the far right of the ship carousel -> Special ships -> Decorative. I've tested this, disabling this category deactivates and dismounts the camo, so check for this category specifically.

To the best of my understanding, the containers were providing untended compensation for people who owned the original variants of the B ships. They were removed from sale for less than an hour that I noticed.

Your account is certainly an EU account or else logging in to this forum would not be possible. Check that you are logged in to the launcher with this account first. You should notice the red region icon by your profile on the launcher, if it does not say EU then log out and be sure to select Europe from the region drop down when logging back in. If you are logged in as an EU account check that you definitely installed the EU client via the launcher. The quickest way to check this imo is to check the languages, the NA client has languages for the USA, Mexico and Brazil, whereas the EU client has various european languages. If you do have the NA client installed then just reinstall it and be sure to check the Europe option on the top left drop down when doing so.

The above poster is correct that the achievement requires damage from 4 different ships and is most likely the reason.

The PTS was demonstrating the shipbuilding function, Puerto Rico is not available on the PTS to play.

It appears to have been permanently disabled with the "new crosshair technology" that arrived with the recent patch. I'm not aware if there are any mods that restore this functionality but they may take some time to create since I don't believe they can just be turned back on.

It's not possible to set the EU client to Russian, as far as I can tell. You would have to install the CIS server client in russian, and perhaps modify the settings.xml to enable you to connect to the other regions using that client (or install a mod that configured this for you), if that is still possible.

1500 is the standard amount of RPs obtained for a tier 9 first win. You will still receive this amount x2 when you earn the first win. But you need to reset the line for that line to get the x2. -
Hosho nerf is well past due. Midway torp buff is a nice surprise. Salems radar range and consumable selection still makes her indesirable for competitive but perhaps this changes something in randoms and ranked? For those who would like to see the current German BB dispersion compared to the US/UK BB dispersion that they will be using; Not sure if the change will affect their vertical dispersion but I doubt it. In plain English this works out as a 5 meter horizontal dispersion buff at 5km and a 2 meter horizontal dispersion buff at 20km. It is really quite minor in terms of horizontal dispersion, and tier 9-10 US BBs will still have some dispersion advantage as they can use their -11% dispersion mod for slot 6 whereas German and UK BBs must use the -7% dispersion mod for slot 3. I personally would not elect to use the Hydro mod in place of Damage Control Modification 1 but the option is still nice.
