Whilst the idea itself is sound, I disagree with your implementation thereof. It should only be done where possible. Basically not for Russia and Germany, and only sub-branches for everyone else other than the Royal Navy. Cleveland is too good for tier 7; she is better than Mogami (as a CL) in basically every way, so should be a tier higher, i.e. 8. With Fargo as a preset. Brooklyn is the USN equivalent to Mogami, so she can fit at tier 7. As for the tier 6, I would suggest a preliminary design of the Brooklyn, one with either 8 or 9 guns. I say this because there is potential for a CLAA branch, of which the Juneaus would be part. What you suggest for CAs is damaging. Pensacola is tier 7 material, as it Northampton. As for Hornet's suggestions. Again, CA development is being strung along in a line with no real benefit. Myoko was rebuilt well enough to be broadly comparable to the Takao class, and the CA form of the Mogami's are also not any better (in fact they are worse, due to fewer torpedoes). As a result, Takao can be added as an alternative tier 8, with the line remaining as it is otherwise planned (i.e. Furutaka added at tier 5). In terms of CLs, the Sendais aren't enough of an improvement over the Kumas to warrant another tier. Agano is fine at tier 6. So long as she has Long Lances. Otherwise tier 5. Yuubari is fine as a tier 4, no need to move her down. Ooyodo is more tier 5 material than tier 6 material. As for Tone, it is distinctly possible that she will be part of a dedicated Aviation Cruiser line, along with Nisshin, Ooyodo, the conversion of Mogami, etc. As for the USN. Denver would be horrible. St Louis is fine where she is. I would actually prefer St Louis to be a premium, and have another Scout Cruiser study at tier 3 to make the line more cohesive. Once again, Cleveland is undertiered (should be tier 8 combined with Fargo), with Brooklyn being the tier 7 below it, with proto-Brooklyn at tier 6. Atlanta/Juneau would be tier 6, followed by two 5" CLAA designs, before leading back into Worcester at tier 9. What I realy really dont like is how you've stretched Pensacola, Northampton and Portland down into three separate tiers. Down to tier 5, no less. Whilst the former is understandable, the latter is extremely damaging. I mean you are pitting Aoba against Pensacola for one thing, and Pensacola holds almost all the cards in that fight. As it stands, Pensacola could arguably fit as a tier 7 premium (being quite different from the rest), with Northampton and Portland being tier 7s, or there even being an inter-tier development. St Louis (1938) should just be a Brooklyn hull upgrade, and I agree with Witchita on tier 8.

Adding the Germans before the British is hardly a business decision. The Germans have fewer connections to other national groups, fewer famous ships, and a much weaker naval tradition. As for older ships, they will most likely get plausible but ahistorical upgrades on top of their historical ones so that they are balanced at their tier (e.g. QEs reconstruction applying to the R class)

Wrong battleship. Vanguard was not restrainted by any treaty, but she still isn't really tier 10 material.

Cleveland is one of those ships that needs to be moved for the sake of every other tech tree. The only one, really, so GG to WG.

The Royal Navy is hardly hard to fit. Not only are there a lot of actual ships, but there are also a lot of paper designs (in well kept archives no less). The Royal Navy never invested in any big cruisers, nor any nearly battleships. And whilstthe RN does have a lot of ships, they are generally well spread out (cruisers), or very similar (Interwar Standard Destroyers). Which means there is less of an issue than the USN where all the cruiser classes are quite late in the game period, or the string of Standard Battleships in twos and threes. And two classes that could be premium, Clemson & Wickes. Thats equal to or less than what Poland can contibute

There are enough paper designs to fill out the German Dreadnought and Destroyer lines. The carrier line lacks high end designs, as does the cruiser line (tier 9 & 10).

Belfast will probably be regular (at least in part) given her longevity compared to her only sister, and the upgrades she got. Its worth noting that the post-war rebuilt would make a very interesting elite form. -
Hardly. In terms of ships that served with other navies, the RN wins the match easily enough. Thats a lot of appeal.

Not entirely true. Russia are coming 3rd, beyond any doubt. Next is Germany, for reasons unknown. After that its the British, as it currently stands. Within those trees, little is known.

Not true. The 14"/45 guns used by the Japanese were Vickers weapons the 14"/45 Mk I & III are Elswick weapons the 14"/45 Mk II, IV & V are Bethlehem Steel weapons the 14"/50 Mk VI are Vickers weapons designed for the Izmail class battlecruisers. the 14"/45 Mk VII are Admiralty designed weapons.

Tsesarevich is a French design, and the French were very keen on their tumblehome during the pre-Dreadnought era. Their pre-Dreadnought battleships also tended to be quite tall.

No, but you can have the same sort of torpedoes used to sink her -
10 RPM against surface targets, 15 RPM against aircraft. But only 7 guns. Cleveland has no torpedoes, but 12 guns firing 10 RPM. With better armour and AA. At tier 8 (we suspect). Therefore, tier 7 is best.

Agano is really tier 6 material with Long Lances. We don't know how Furutaka will be in the game, it could be artificially limited to its 6 semi-turret form. Brooklyn is fine where it is, it is Cleveland that should be moved (ideally to tier 8). Cleveland is better than Brooklyn, there is no doubt about it. At this point I suspect the QEs will come as one slot, at tier 6. And I'm sure if you stick around you'll get in eventually. -
BL 15"/42 Mk I is arguable the most successful Dreadnought gun ever made. And I was more refering to Lion (which version, only God knows). Vanguard can probably manage at tier 9 tbh.

Swedish destroyers are a reasonable bet ;) As for the cruisers, both coastal defence battleships and armoured cruisers are hard to place. For the tier 1 I would suggest Clas Fleming. Gotland is tier 5 material. Tre Kronor is by no means tier 10 material, tier 7 a better bet.

The RN needs paper battleships above tier 9, battlecruisers above tier 7, carriers above tier 9, heavy cruisers above tier 7 and light cruisers above tier 8. And the Germans did do a number of design studies, so I suspect those will be drawn upon heavily.

The model is of Tatsuta rather than Tenryuu, so it is called Tatsuta. The case is that they were able to get a set of Tatsuta plans, and thus modelled that ships. Hence the name, and that of the other classes where the name ship is not the ship represented in game (e.g. Arkansas, Zuikaku, etc.)
