The initial blog says it has both. Also the wows wiki credits Tashkent with the same 9,4km camo value that Delny has. EDIT: Quickly confirmed in game, Tashkent does indeed have a base camo value of 9,4.

Might want to re read the dev blog, as she does indeed have a smoke option, and as of the latest update she has the EXACT same stealth as Tashkent.

Probably why the pesky "new" highlight for the armory isn't going away too.. -
Delny is also a knot faster, more maneuverable (faster rudder shift), and has a thousand points of extra health. And also compares better with Tashkent than the Kebab does.

Maerker seems decent enough, if hardly spectacular (note this is after a grand total of one game) Much to my surprise really enjoying the Z-23 now it has five 128's :P -
I use my standard BB ten point build: PM, PT, secondary range, Close quarters combat (ie 10% faster main battery reload if a enemy is spotted inside your secondary range) Should work well enough, just not tested it recently.

On a related note, any news on when Tashkent is going to get a alternative one for it's type 29 camo? @TheWarJaC? Also, is the type 19 camo supposed to make her look absolutely naked, or a very lime green depending on which variant picked as shown below. -
