I actually 100% agree with you there, for what its worth. Both of your points in fact, I'm not sure either how they can resolve that issue, they can't just make it too easy to play the higher tiers or they'd have the reverse problems (ie nobody'd be playing the lower tiers instead)

There are exceptions to every rule, including literally the one I just mentioned there.
