Mogami/Atago would work as well for their stealth. Can in fact do a DD's job fairly well if no DD's (and no CV's) are around. Still won't see them every single game though.

If Kirov didn't exist, and wasn't about to be turned into a premium in 10 days time then Mikoyan would look more promising than she does right now. Problem is, Kirov very much does exist, and isn't going anywhere, and Mikoyan suffers for said comparison.

Her HE is indeed very good. Problem is, her AP is even better, so not much point in using the HE if you ask me. If you want a RN tier 10 BB to sling HE, get the Conqueror.
