Im from Sweden and i did choose NA server becuase i don't understand russia or polish, my ping is 100-110. In tanks i want low ping but in boats it doesn't matter because the game is so slow anyway. I have no problem with rubberbanding or any other form of lag. NA have less players, primetime EU it is only 3-5k on NA server, maybe that would be a problem at T10, but i don't know i'm not at T10 yet.

I have played 50 battles with it and best i got is 440k profit, a good game is around 300k and a normal game 200k or so for me. It is a very nice ship and i can recommend it. If you like omaha you will have a lot of fun with it, with 4th capt skill and spotter plane you will have almost 22km range with guns
