Thats kinda not true. BBs are hitting quite good cruisers even 20km away. BB lobby is so strong that soon they will genocide whole cruiser lines in high tiers.

Well carrier can try to kill you every 3-4min. BB can try to kill cruiser every 30 sec. So you got 6-8 attempts for 1 CV tryhard. So yes you are right its not the same. BB have more chance vs carrier then CA vs BB

Honestly RNG is only snickering me when I DB DDs. I have quite decent drops on everything, even cruisers. Im unhappy with IJN DB bomb dmg but number of hits is quite ok( I manual drop everything except DD-->waste of time usually)
