They promised no submarines ever - they lied. No-one wants them, they will completely distort the game. By all means make a separate game of it (World of Submarines ?) which offers a lot of scope and possibilities with subs v escorts, convoy ships, some air element etc. It could make a really good standalone game but NOT mixed in with with the existing wows game. So to repeat - keep subs out of wows, no-one wants them, no-one asked for them. I have never posted a comment before which I hope illustrates how wrong I think this new ship type is.
