I started to pick my skills for the Mogami, but realized half way through that I couldn't see a good way to how to play the ship from now on. The ship kind of need long range because it is so weak. A ship that has weak armor and is a floating citadel needs a way to compensate for that. It needs a way out, a way you can play so you can try to overcome those weaknesses. That many wants to be far from the enemy in the Mogami is not because it is good, it is because it's a necessity. That is what needs to be fixed.
The 155mm guns are pretty much worthless now. Short range, slow RoF, shitty alpha and a 180 degree turn time that make BBs laugh. It isn't like the guns were awesome before the patch, but if you invested in two skills for it then at least you got better DPM and some range so you had a better chance to avoid being shot. I haven't looked at the skills for my lower tier cruisers, but I guess they are in the same situation and are nerfed to the ground by this change.
Here is the thing. The game will not suffer from having different ways to play a ship well. In Mogami's case, the 155mm guns are now simply a punishment for those starting to grind the ship with the hope of getting the crappy Ibuki. Both the 155 and 203 guns should be viable, even if it cost the player skills to make it so. To make one option totally worthless (the one people need to torment-grind through) is just making the game worse.
On the DD side of things, I am unsure. I started to pick skills for my Fubuki and realized I wasn't interested in any tier 4 skills. I picked Survivability Expert mostly because I am forced to pick a skill to be able to pick a tier 5 one. I think it is time to rethink the necessity to get skills in a certain order. Just have different costs and let people choose as they wish. That would make commanders with more unique combinations and, again, would create different ways to play a ship well, depending on play-style.
Until now, the thing that keeps sending me away from the game is the long grinds. It feels like it's a far, far worse grind then in WoT. With this change, though, I feel that cruisers definitely isn't one of the reasons to play this game. Perhaps Destroyers and Carriers are the way to go since I don't like the Battleship style.
Finally. Is there any way to transfer gold from Warships to Tanks?
