Its the horrible accuracy and firing range spiced with WG style RNG... Kawachi is a shotgun which is useless in most cases.
I don't want to scare you away from the IJN line, but their ships are not really enjoyable until you get the Fuso, the Myogi could be good but its accuracy is ridiculously bad, the Kongo is a little better but still feels like throwing rocks on your enemy and the "good" range of both ships worth basically nothing since you not going to hit a mountain from like 21km with these craps.
The Fuso is great however, its play style is similar to the Wyoming but of course much more powerful, really enjoyable ship overall.
